Helmet safety ratings

I recently have seen several articles on the web re bike helmet safety ratings. Do they prevent concussions? Here is a summary:

- approved helmets will lower the risk of skull fractures and (road rash).
-it is unproven whether helmets prevent concussions but some more recent testing shows certain models (MIPS and similar) "MAY" lower the concussion risk.
-it is unlikely any helmet will prevent serious injury from high speed impacts with vehicles.
