Even on days when it isn't "actively" raining (e.g. like this morning), wet roads make for a pretty miserable ride when you're being sprayed in the face by fenderless bikes. As for the age-old question about crap-flap length, try to get it within an inch of the road. As a rule of thumb, if the rider behind you can see your rear tire, then you're spraying her/him in the face.

Oh ya, remember to install them on the outside of your fender. If installed on the inside there is still the potential to spray muddy water on the rider behind you at high speed.

you'll want to use both. The front one keeps a lot of grit and crap out of your chain and cassette.
