Neoprene vs ThermaShield jacket

While it seems inappropriate to think about winter wear when the weather is this nice, I applaud the early organization of the Fall kit order.
Can anyone provide a quantitative assessment between the neoprene winter jacket and the ThermaShield jacket (i.e., you have both and can provide an actual comparison)? It seems that a lot of people have the Thermashield and are happy with it, but how different would that be than layering a windvest over a LS fleece jersey with a LS baselayer, which is my current winter wear, and one that often leaves me colder than I would like.
I agree that expending more effort and a closer adherence to Rule #5 would be a cheaper way to stay warmer, but sometimes cold is cold, and really, who doesn't like a new piece of kit?
