Smaller B groups?

Not sure if it was just me, but today's ride felt really messy (B group). Maybe because it was the change in route (which I think is a good idea for the next few weeks), but I'm thinking the size of the group may be an issue.
We seem to favour the honour system and a few vocal members to speak up when the group starts to get too large. But what if we tried being more explicit about it, like groups of 6-8, or 10? (Again, only really thinking about the B group rides).
It could also help with other issues related to noise (e.g., yelling), riding tight, etc., and might be an easier way to facilitate lead-out drills, etc. (e.g., if you're riding in the same small group for the duration, it would be easier to focus on the drill).
