That's the license waiver. There's a line here http://duanebc.com/raceresults2010/VCL% ... lendar.htm that says there's a race waiver too.

Riders who are 18 years old or under (Junior and Cadet riders) must have a parent or legal guardian sign a race waiver form for each race course. Arrange having the waiver signed before the race or bring your parent/guardian with you to your first race at each course.

I'll keep on it, but maybe see if you can bring a note allowing me to sign a wiver on your paretns behalf if they insist.
