Actually, it's .TV and I don't think they link to torrents, just clips on Youtube and other streaming services. Here ya go: http://www.steephill.tv/giro-d-italia/ That page gets updated regularly and should soon have links to all the live streams. Plus each day they post links to clips and articles on the stage.
Another source for live links is http://www.cyclingfans.com/. And if you're looking for full race torrents then these guys are pretty good, if a little insular.
Steephill.tv does such a great job consolidating all the info you need to be an English-speaking pro cycling fan. I wonder what would happen to it if North American sports networks started picking up more races?
Speaking of which, why does Sportsnet think only Ontarians are interested in Giro coverage? Grrrrrr... Their schedule for the Sunday night prime time replay of the Stage 1 TT presents a conundrum for the Don Cherries out there: you can either watch homoerotic grappling by semi-nude men or a bunch of Europeans dandy about on bicycles in tight-fitting lycra; what's a manly man to do?
