If I were into conspiracy theories.....
Wait until the morning of the last day eligible to file the appeal. Final decision from the CAS won't come until after contador wins the giro, and talk is peaking about whether he can do the GT triple in one season. Then the week before the Tour the decision will come to ban him for 1 year, with the UCI again doing everything they can to maximize the timing for public impact of a doping ban to show how effective they are at "fighting doping" , and simultaneously devalue the ASO owned tour and stregthen/assert their own power over the sport.

Somehow this this all Lance's fault too.

UCI filed an appeal today because they realized that if they didn't, WADA (the World Anti-Doping Agency) would. WADA has taken a tougher stance in the past and I think would be a lot more vigorous in prosecuting Contador than UCI would be.

I'm not sure the UCI is that organized to conduct such a conspiracy, and just about everyone agrees the annual pre-tour doping scandal is a bad thing for the sport commercially. Though the FDA investigation could still uncover that.

It may also be that Pat still carries a grudge for the home of spanish candidate, Gregorio Moreno, who ran against him in the last election.

He's also said:
“There is a problem in Spain because … a large percentage of our doping cases come from Spain,” McQuaid told reporters in Geelong. “There doesn’t seem to be, so far, the will to tackle that in Spain and that really needs to come from the government down.”

But I think the days of sports governing bodies controlling doping are numbered. Everyone knows they are hopeless. Even the UCI said the CAS is better at the investigation.

Carpani indicated that the CAS is the most impartial and transparent authority and that he was confident that it would conduct a fair examination of the evidence.

But I don't think that's because they value truth, it's because they value the commercial value of their properties, and the value is dropping, if the situation in Germany is any indication. The national TV networks don't carry cycling anymore because of the doping scandals. An outside investigation may be the only way to rescue them. More than one top team doesn't even have a title sponsor, leopard, katusha, astana.

UCI rejects the presence of plastisizers. And, in the second last paragraph, Contador admits on camera that the specialist he used in his defence was recommended by UCI.
